Most of us fondly remember a teacher that helped us stretch and learn to a degree we hadn't previously thought possible. This type of power has been noted in the "teacher effect," which is the ability for a teacher to bring students up to grade level who previously have been as much as two or three years behind. Teaching must therefore be a central feature of any state-guided strategic plan, as effective teachers must be at the core of a Utah public education system whereby 2020 all Utah graduates will have demonstrated mastery of a defined set of 21st Century Knowledge and Skills and obtained a post-high school credential.
